新州官宣规划新政，171地拟建中低层公寓！Burwood，Chatswood，Epping等多个华人区上榜（组图）

《澳洲金融评论报》2月21日报道，新州政府宣布了一项新的住房政策——在171个交通枢纽及城区中心推动公寓楼、排屋和联排别墅的建设，以额外增加10多万套住宅。

报道指出，新州政府将在这些地区的火车站及中心区域附近推动中底层公寓的建设，包括Burwood，Chatswood，Carlingford，Eastwood，Epping以及Hurstville在内的多个华人区受影响。

新州政府的新政策旨在通过推翻地方议会的限制，在目前划为R1或R2的区域内允许建设排屋、联排别墅和低层住宅公寓，并在距离市中心和车站800米或步行10分钟以内的R3和R4区域建设中层公寓，从而提供11.2万套新住宅。

由于未能利用现有城市区域和审批速度缓慢，目前每年仅建成16万套住宅，无法达成120万的目标，并引发了住房可负担性和租金上涨的担忧，这也是5月17日联邦大选中的热点话题之一。

这171个地点分布在悉尼、中央海岸、Illawarra-Shoalhaven和Hunter地区，其中北岸和北部海滩地区将受到最大影响，因为当地居民更倾向于独立住宅，并反对高密度开发。

在这些地点中，悉尼北部地区占了几乎三分之一的比重：

- 其中34个城区位于北岸，包括Hornsby的5个、Kuringai的8个、North Sydney的8个、Ryde的7个，Willoughby的3个，以及Lane Cove、Hunters Hill和Mosman各一个。

- 北部海滩9地上榜，如Balgowlah、Dee Why、Forestville和Manly、Manly Vale、Mona Vale和Warringah Mall。

- Hills District有7地受影响，包括Baulkam Hills、Castle Hill和Kellyville。

- 仅有3地位于悉尼东部城区：Double Bay、Edgecliff和Rose Bay。

- 7地位于悉尼市中心，包括Surry Hills和Oxford Street。

在大悉尼地区的33个议会中，目前只有两个允许在低密度（R2）区建设排屋和联排别墅，60%的中密度（R3）区禁止建设住宅公寓。

新的政策将于2月28日起生效，允许在这171地400米范围内建设最高6层的公寓楼，并在400至800米范围内允许建设最高4层的住宅。

这些地点的选择是基于政府对商品和服务可及性、公共交通便利程度、基础设施承载力以及当地住房目标的综合考量。

不过，当地议会依然保留开发审批权，需要评估包括停车、采光和最小临街面等条件。

新州州长柯民思（Chris Minns）对此表示：“在过去一个世纪里，这类房屋在住房供应方面发挥了非常重要的作用，但近年来却遭到议会限制。这项改革将改变这种局面，为年轻人、家庭和工薪阶层提供更多住房选择。”

规划和公共空间厅长Paul Scully则指出，这项政策将在新住房供应中填补空白，通过在更多地点允许低层和中层住宅来提高住房数量，缓解租户和买家的经济负担。

“柯民思政府的这项改革核心在于提供住房选择和多样性，满足人们对居住地点、住房类型和入住时间的多样化需求。”

由于存在山火和洪水的风险，Blue Mountains、Hawkesbury和Wollondilly这3个地方政府区域被排除在本次政策改革之外。
